The procedure to get a British birth certificate for a child born in Turkey of one Turk and one UK citizen is as follows:

With the birth certificate provided by the hospital, Turkish parent's Turkish ID card, British parent's passport and 'ikamet', one parent (Turkish or British) goes to his/her local 'nufus müdürlüğü', goes to the desk specially for registering births and fills out a form to get the Turkish ID card for the child. This must be done within within 30 days of birth or else you have to pay a fine. The cost is zero and the time spent waiting in Şişli was around 20 minutes. The ID card is provided on the day of application and is the reason for the 20 minute wait.
One hint is that if you do not want the religion of the child written on the card then tell the civil servant specifically and they will make you write on the back of the form you fill in.
