My (Turkish) friend just got her (very long and fine) hair coloured at Makas: first all-over colour session in Beşiktaş, second for highlights 3 weeks later in Levent - I think. Cost c. TL200 including a cut, as I recall. Her hair still looked like human (rather than horse) hair afterwards, but she did say the colourist was a touch bossy. I think she looks fabulous. I got my hair cut at the Beşiktaş Makas too, having finally decided after 4+ years it was time to entrust myself to a Turkish hairdresser. Took a picture of what I was thinking of along with me and talked to hairdresser throughout. Totally happy with cut (my only hair issues now are humidty related). You don't book, you just turn up. Cut was best TL40 I spent last month. I wouldn't know about their English, since I did it in Turkish, but why not go with a (Turkish speaking) buddy anyway, for company AND just in case?
...Who?
