Music too loud at night...

OK, sorry, I seem to be on a rant today after a terrible night's sleep, but I've heard that there is a number you can call if the boats on the Bosphorus are playing their music too loudly at night. Well there is a restaurant a block away that has a singer and band at night, and they're making me crazy - her caterwauling floats through (actually, pierces would be a better description) the night til 3am and I am going a bit mental (she's not even good!). I think the restaurant got a new sound system this year so it's louder than ever, and I am seriously thinking of breaking in and throwing it out the window. Or jumping out myself. Barring these two solutions, is there any recourse? Especially for someone with weak Turkish language skills? Eternally grateful for any suggestions.
